This is the article I will be talking about - http://www.thestar.com.my/News/Nation/2013/08/31/Water-bottled-Klang-valley.aspx
The supply of tap water started to decrease slowly day by day. This means that the supply of tap water is starting to run out, which is no good. The supply of tap water will become perfectly inelastic, since supply of water is running out.
Well we need water to survive..... Therefore people are looking for solution, in this case the solution is bottled water. People keep rushing to stores like 7-11 or Guardian or Cold Storage to buy lots of bottled water. Thus, making the supplies of bottled water very inelastic.
So what is the reason that cause the tap water to dry up? I think the main reason is the weather, with the hot humid air in Malaysia, and monsoon season in Malaysia now, many flood had happened, and the dirty water had perhaps polluted the clean water supply. In order to prevent people from getting sickness, the authorities slowly decrease the supply of clean water for the public (so they can treat the unclean water), making people panic, and buy bottled water. This is my assumption for now.

"A check with store clerks said they sold out their stock of bottled drinking and mineral water barely an hour after most of them opened."
